MPs reject cutting off thieves’ hands

A proposal to introduce cutting off the hands of thieves in the new penal code was rejected by parliament yesterday. However, chairman Khalifa Al Dhahrani told MP Ali Mattar, who made the proposal, that he could re-draft it as a separate draft law and parliament would look at it again.
Mr Al Dhahrani said the proposal was too problematic and was causing delays in the passing of the penal code.
“There are a lot of issues that need to be looked at and a lot of different people consulted,” he said.
Mr Al Dhahrani said lawyers and clergymen would have to be consulted since the law is based on the Sharia as well as other authorities.
The Interior Ministry has also previously said it does not have the facilities to accommodate such punishments and it would have to be purposely built.
The penal code was passed by parliament on to the Shura Council for its consideration.
